Zimbabwe’s foreign-owned mines have, in a report to Mines Minister Amos Midzi, stated that the changes proposed to be made to the Mines & Minerals Act giving the government control of mines and handing it 40% of the profits, were being viewed as an outright seizure of their investments, according to reports in the industry.%% The report points out that the changes in law mean any major player interested in investing in energy minerals, platinum and diamonds in Zimbabwe can do so only as a minority shareholder to government. For every US dollar already invested by any shareholder in energy, platinum and diamonds, government shall be entitled to $0.25 without any capital outlay. This represents an immediate loss of value of funds invested in good faith by companies and individuals who showed support for the country by committing their funds the report stated.%%The report adds that if the law changed, Platinum and diamond mines would become quasi-state owned companies where government would be in charge of appointing the board and management. The report warned that support from financial institutions and direct investors would cease and output would be frozen at current levels and would immediately start to decline upon the passing of the law. As mines closed down, the report said, minings contribution to the economy would shrink. There would be an eventual dependence on subsidies from the government.
