The Gem and Jewellery Export Promotion Council (GJEPC) raised critical issues impacting jewellery exporters during a meeting with Delhi Customs on August 28, 2024
The meeting, led by the Chief Commissioner of Customs, Delhi, Samanjas Dass, saw the GJEPC represented by Ashok Seth, Regional Chairman for the North.
A primary concern discussed was the ongoing challenges posed by the Electronic Data Processing & Monitoring System (EDPMS). Exporters frequently encounter problems when hand-carrying jewellery to international exhibitions, stemming from discrepancies between shipping bills and the EDPMS. These inconsistencies create obstacles for banks in processing trade transactions and issuing Electronic Bills of Receipt and Clearance (eBRCs). Despite multiple appeals to Customs Delhi, the Reserve Bank of India (RBI) in both Mumbai and Delhi, and the Directorate General of Systems, the issue remains unresolved.
Seth also highlighted the urgent need for more appraisers at shed buildings to manage the increased volume of hand-carry shipments, especially during peak exhibition periods. He further suggested the establishment of an appraisal facility for outgoing jewellery shipments at Delhi Airport’s T3 terminal, which currently handles only import parcels.
In response, Dass acknowledged the concerns raised and assured the GJEPC of his full support in working towards swift and effective solutions.
