NICKY OPPENHEIMER, the chairman of De Beers, has highlighted the need for governments to be pro-active in the enforcement of diamond import and export controls, and for countries to work together with industry and participating non-governmental organisations (NGOs), to help eradicate the last vestiges of the illegal trade in conflict diamonds.

Oppenheimer emphasized the importance of the meeting in Botswana and said that the delegates must be determined to ensure that participant governments are pro-active in the enforcement of import and export controls; that the reports of the ‘peer review’ missions to monitor such compliance are produced and acted upon swiftly; that governments conduct proper oversight of industry’s self-regulation measures and that the statistics showing the flow of diamonds between participating countries are published for all to see.

Oppenheimer also said that every diamond trader around the world must establish absolutely the provenance of the diamonds they purchase; refuse to buy diamonds without the warranties required by the Kimberley Process; question and double check the validity of guarantees they are given by vendors and report to the authorities any suspected breach of the Kimberley provisions.
