In a significant boost to India’s gem and jewellery sector, Mumbai International Airport will officially commence hand-carriage jewellery export operations from May 1, 2025. The move marks a pivotal development for exporters, especially emerging players, by allowing the personal carriage of precious cargo to global markets
The framework for this facility was formalised by the Central Board of Indirect Taxes and Customs (CBIC) through Circular No. 09/2025-Customs, issued on March 28, 2025. The directive lays out a streamlined procedure for both import and export of jewellery via personal carriage—an option long sought by industry stakeholders.
To ensure operational readiness, a comprehensive mock drill was successfully conducted on April 24. The simulation, orchestrated by key industry and government bodies—including Bharat Diamond Bourse (BDB), BVC, Precious Cargo Customs Clearance Centre (PCCCC), Airport Customs, and the Gem & Jewellery Export Promotion Council (GJEPC)—replicated a real-time export scenario. GJEPC Secretariat acted as the exporter, with oversight from Roopesh Sukumaran, Additional Commissioner of Customs, PCCCC.
GJEPC has been a vocal advocate for hand-carry exports, and its persistent efforts played a crucial role in pushing the initiative forward. The upcoming advisory from DG Systems will facilitate the issuance of a Standard Operating Procedure (SOP) by Mumbai Customs, detailing the step-by-step process for exporters.
To support the implementation, GJEPC has established a dedicated office at the airport to guide and assist members with documentation and procedural requirements related to hand-carry exports.
The initiative is expected to provide greater flexibility and cost-efficiency, particularly for small and mid-sized exporters who rely on quick, direct access to overseas buyers.
